I. Objectives

- To contribute to the implemention of inflation control, macroeconomic stability, and social security.

- To help provincial People’s Committee to direct and promptly solve difficulties and obstacles, support enterprises to boost production, trading and export goods; implementing measures to prevent speculation and hoarding of goods, pushing up prices, stabilizing the market price, not letting the lack of goods and the fever of prices, especially for essential commodities.

- To ensure electricity for production and activities according to the allotted limitation, well implement the Directive on electricity savings.

- To strive to reach 120,848 billion VND of industrial production value in the province in 2011, up 18% over the same period. Total retail sales of goods and services reach 68,720 billion VND, up 20% over the same period. Total export and import turnover in the province reach 17.92 billion U.S. dollars. Of which: export turnover reaches 8.31 billion U.S. dollars, up 17% over the same period, import turnover reaches 9.61 billion U.S. dollars, up 18% over the same period.

II. Tasks and measures

- To regularly strengthen to monitor the situation of production, trading, import, export and difficulties of the enterprise to propose and solve policies and mechanisms, capital, markets, labor, especially the lack of power for production.

To improve the quality of information, propaganda on related policies and legislation; information on domestic and foreign markets, international economic integrations... for businesses to access, timely ratify programs, conferences, seminars, and other mass media such as newspapers, radio broadcast, news, special issue, electronic information pages (website) of industrial and trade industry,...

- To make plan and submit to provincial People's Committees plans to stabilize market prices of essential goods such as food, foodstuff, petrol ... To check and evaluate the situation of supply and demand of commodities for production and life, first of all essential commodities to ensure stability of supply and demand, and goods circulation.

- To coordinate with other departments, sectors and localities to check and determine the list of key industrial products, industries that have a comparative advantage in the province and implement, make plans, programs and projects of industrial and trade sector.

- To ensure the supply of electricity for production and activities.

- To strengthen and improve the quality of trade promotion; to support enterprises in international economic integration and development of foreign markets, traditional markets, at the same time focusing on markets of ASEAN countries and some potential markets, thus contributing to boost production, export and reduce trade deficit.

Simultaneously, to support enterprises in exploiting the domestic market, Dong Nai, Ho Chi Minh City, Hanoi, Can Tho city, some provinces that border China, Cambodia, Laos; To attach special importance to rural areas of 33 new rural communes; To boost trade promotion activities, consuming agricultural products in modern distribution channels such as commercial centers, supermarkets and wholesale markets; To well organize Vietnamese goods fair to the rural areas and workers in industrial parks; To effectively implement the campaign "Vietnamese give priority to use Vietnam-made goods."

- To focus on supporting the restoration and development of traditional industries, rural industrial production bases, to encourage households and private individuals, cooperatives, small and medium enterprises to invest in developing handicraft industry to meet local needs and export. To continue to implement effectively programs, industrial promotion schemes that have been approved; related to industrial promotion activities, to focus on supporting technical demonstrations, technology transfer consultancy, the investment to expand production and the application of science and technology in business, vocational training, job transfer and career development, the enhancement of management capacity. To deploy national inndustrial promotion schemes including new vocational training and skill improvement for 1300 employees; supporting 03 models applicated new devices in the rural industrial production.

- To coordinate with departments and localities to accelerate investment progress in infrastructure construction of industrial parks and clusters, types of high quality services, services for industrial zones and large-scale projects that impacted on the province's economic development.

- To coordinate with agencies to implement drastic measures on the management, trading gold and foreign currencies; To intensify the inspection of enterprises; to inspect and control the market, to prevent the speculation, hoarding of goods, pushing up prices, the production and trafficking of counterfeit goods, inferior quality goods, violating food hygiene and safety, smuggling and commercial fraud.

- To make and implement plans for administrative reform in the period 2011-2020 under the policy of the government and the provincial leadership.

To continue to check and adjust the functions and tasks of specialized offices and units under the Service to implement effectively, avoiding duplication; to applicate information technology in management administrative.

To make a preliminary suming up and evaluation, replication quality improvement model on market inspection and control of No.2 market management Team (Bien Hoa city) to other teams in the province. (Translated by Hong Chau)
