Actually, the State always encourages organizations and individuals to invest in the research and transfer of science and technology, processing nutrients for processing animal feed in order to reduce the rate of animal feed import. It is also an important factor to reduce domestic food prices.

For the interests of farmers and consumers, the Decree prohibits the production, trading and use of animal feeds not in the list circulated, or producing, importing, marketing animal feeds not guarantee to meet technical regulations issued by the Ministry of Agriculture and Rural Development. Absolutely, do not let organizations, individuals have false information or advertisement about the quality, source and origin of animal feed.

Condistions for producing and trading animal feeds

To produce and trade animal feeds, organizations or individuals must have business registration certificate, factory, equipment and the process of production technology, processing animal feeds according to current standards. Manufacturing establishments must have room for analyzing and testing the quality of animal feeds and waste treatment system. Technical staff directly involved in the production process must be trained at least intermediate level of related speciality. In the production process, the facility must record and save the production diary at least three years; test and store samples of raw materials and finised products; preserve samples one year since products have expired. To avoid confusion for farmers, packaging, labeling, and instruction documents enclosed with products must be clear according to current regulations.

Organizations and individuals must have business registration, store, signage, and clear business address when distributing products to consumers. Facilities, containers, storage, and transportation at stores must suit each type of animal feeds.

Encourage production to meet domestic demand of animal feeds.

Being an agricultural country, Vietnam's animal feeds market is quite large with annual import to $ 1.5 billion of raw materials. If this trend becomes the dependence and domestic production does not develop to meet demand, both Vietnam breeding and fishery industries will bear pressure on prices. Moreover, the import of raw materials not only makes the livestock industry depend on price fluctuations in the world market but also waste land potential in the country. It is also the reason why animal feed price in our country is higher than the region’s price level. The present situation shows that technology and the number of enterprises investing in manufacturing, processing, trading animal feed is not high.

Distribution of plants and material areas is not professional.

Or more correctly, animal feed processing industry lacks material resource planning as well as processing auxiliary industry. The lack of devoted human resource is also a serious obstacle, from the lack of research staff to production, trade, and market staff. Common labor is surplus, but the high quality labor is very little. Currently, there are 225 processing animal feed plants and 89 processing fish feed plants. While most strong corporations producing animal feeds in the world have been in Vietnam.

Therefore, the fact is that it needs to have policies and mechanisms to encourage activities of management, processing and trading animal feed which can meet domestic demand, which is not including the export to foreign markets.(Translated by Hong Chau – SCT News)
