At present, localities in the province are speeding up the implementation of support task for changing and replacing career to means owners stopped in traffic.

Implementation of Resolution No. 32/2007/NQ-CP dated 29/6/2007 by the Government on the urgent solutions to curb traffic accidents and traffic congestion, including measures to stop in traffic for the farm vehicles, pedicab drawn by a motorbike, three-wheelers, three or four-wheel vehicles. Through statistics, in the province, the total number of vehicles subject to stop in traffic is 4.735 vehicles, the number of vehicles subject to stop in traffic in Bien Hoa city, Vinh Cuu, Long Thanh, and Trang Bom district is from 629 to 860 vehicles. The majority of subjects using means which are subject to stop in traffic is mainly the poors, means which are subject to stop in traffic is "the main breadwiner" in the family, the suspension in traffic causes difficulties, and has much less influence on people' lives.

In the total number of vehicles subjected to stop in traffic, there are 288 cases need to to be replaced by three-wheeled vehicles, 368 cases need to be replaced by four-wheeled vehicles and 4079 cases need to be supported to change job, (according to the norms stipulated three-wheeled vehicle replacement is supported 5 million VND, four-wheeled vehicle replacement assistance 9 million), the total estimated cost to implement this program is over 25 billion VND. At present, localities in the province are speeding up the implementation of support task for changing and replacing career to means owners stopped in traffic.

To implement effectively the Government Resolution, localities is guiding people procedures to register, declare, complete all procedures and receive supported money soon. For the case of changing job, localities are making plan for career instruction suit the actual situation to subjects stabilizing their lives after changing the job.
