In 2010, the Ministry of Industry and Trade set out seven measures to develop industry and trade, specifically as follows:
First, maintain and promote the industrial production, transfer the structure towards advantageousness, efficiency, expansion to export. Encourage the use of domestic raw materials; improve designs, and diversify products to expand to the potential market.
Research and innovate the technology, enhance the competitiveness on international markets. Give priority to import technology from the advanced countries like the U.S. and Europe.
Speed up the implementation of programs for supporting the development of industrial clusters, attract polluting businesses to industrial clusters to gradually improve the environmental pollution in villages and residential areas.
Second, strengthen trade promotion, and find new markets.
Accordingly, attend to exports with high added value, and solve many jobs.
The trade promotion work should focus on key markets such as Asia, EU, North America, Russia, actively seek and expand new markets like the Middle East, Latin America, Africa; take the advantage of the bilateral trade agreements (FTA) in Japan and other countries in the region; improve forecast on production, market and trade conditions; encourage, create favourable condistions for businesses to promote their products, boost the domestic production of materials, supporting items, produce export goods to replace the import goods.
Third, drastically implement solutions for import restrictions by continuing to control and limit the loans to import consumer goods, especially items such as cars, mobile phones; increase use of technical barriers to restrict imports, creating favorable conditions for export, thereby reducing trade deficit.
Fourth, boost trade promotion and expand the domestic market.
Fifth, enhance activities of international economic integration.
Promote the mobilization of countries that recognize Vietnam a market economy.
Sixth, speed up the investment progress of projects, plans which were considered to launch in 2010, especially the power works, power grid, the project increased production capacity in export, production replaces imports.
Seventh, speed up administrative reform activities
Continue to support incentives to develop supporting industries, priority industries, and key industries.
Strengthen the inspection and inspection work of industrial safety, labour safety in enterprises.
Targets in 2010
Industrial production value would increase 12% against 2009's figure.
Added value of all industries would reach 6.0% to 6.3%.
Total export turnover of goods would reach 60.15 billion dollar, up 6% compared with 2009, the import turnover would reach 74.9 billion dollar, up 9% compared with 2009.
The rate of trade deficit would be 24%.
Total retail sales of goods and domestic turnover would reach 1,412,460 billion dong, up by 18%.
Total investment of groups, corporations, companies, government units under the Ministry would reach 177,157 billion dong, up 32.8%.
Consumer price index does not exceed 7%.
Ensuring to supply of essential goods to ensure sufficient supply of these goods, avoid price fever, contributing to restrain consumer price index up according to the government targets. (Translated by Hong Chau)
